Builds Suddenly Failing

Some customers saw builds fail with the message "custom_performance-plan-executor-unavailable" for approximately 30 minutes on October 26, 2021. The change which triggered this behavior has since been rolled back. Customers should be able to build as normal. These builds can be re-run and customers didn't incur any credit spend for the builds that didn't run.
